The luck of rent control=living in a decrepit NYC neighborhood until everyone else is priced out of all the "desirable" areas while your landlord refuses to do any basic maintenance and/or lies about having made "capital improvements" (such as putting a piece of tar paper done and calling it "a new roof"--strangely, one that leaks in the exact same place as the old roof).
