Don't read too much into that. The guy's probably just sloppy with receipts.
would your opinion change if he just didn't report his charitable contributions so that they would not affect how much he pays in taxes?
It would change, and here is an irony. Maimonides says that anonymous charity is the second highest tzedaka. So by not disclosing he is increasing his merit.
