Most capital cities are not big for all kinds of historical reasons. I would guess the top ten would include (not in any order): Boston Atlanta Austin Raleigh Baton Rouge Montgomery Minneapolis Columbus Indianapolis Sacramento
Not sure what your selection criteria are. Small states will by definition have small capital cities but big states don't necessarily have big capital cities. You have chosen mostly small states (TX and CA excluded). Just looking at big (population)states, small capital cities (besides TX and CA) would include: Albany, Harrisburg, Tallahassie, Springfield (IL)and Columbia (MO).
