Is there a Rail Passenger Subsidy in Belgium?

I'll put my money on yes:

Round trip (senior) Brussels-Antwerp:  €5.30.

Double Espresso at the Royal  Art Museum €5.50.

 Either that, or there is a punitive tax on coffee.
