Well, maybe not, it's a lousy picture. But that would be Herr Shickelgruber, the Austrian paperhanger (as he was known in my childhood), as conceived by some brave soul apparently familiar with the delightful childhood wordgame "hang the man." Shame we didn't have photocopying in those days...
